[Cabal] lawyer update

Sean Egan spake unto us the following wisdom:

So far this is short for the treasurer, but surely these averages
won't keep up.  Two hours sounds probable for the long term.  An hour
a week may be high for a random director, but only time will tell
that.  These numbers will *all* be low in the next couple of months,
I'm sure.  ;-)
