Eh, I don't think it matters too much.  You could respond to the trackers
saying that it's committed even though it's not in SVN.  And then if someone
calls you out on it just say, "Oh, I forgot to commit it, sorry, I'll do that
now" and then backport it to SVN.  I have a feeling very few people would
actually call you out on it.
