ChangeLog: 

Add a not explaining what the DynaLoader stuff is for.
Change how perl plugins are probed a little bit by making it a little less
strict, this should let them show up in the UI more often. If the plugin
probes and runs there is very little at this point that can cause it to be
unloadable.
