add buddy to the buddy list

purple_account_add_buddy calls into the protocols to add the buddy to your
buddy list. Are you not seeing them being added to your list or are you
not seeing the buddy get a request to allow you to add them? If it is the
former I'm not sure what to say, if it is the latter than what protocols
are you using, not all of them require permission to add people to your
list.
