Nudge sending restriction considering contact client version ...

Hello there!

A week has passed with no answer...
Could someone give some position about that please?

"It can't be done with libpurple by now."
"It can be done, but is there no one to do it or no interest."
"We have no idea whether it can be done, and no one else wants that 
feature..."

Anything at all.
What I want is just avoid reimplementation.
Like I getting this patch to do, and see anyone else posting the same 
thing in the meanwhile.
