In order to protect proprietary information my company isolates all of
its workstations from the Internet.  Shouldn't I be able to install
without Internet access and run an internal IM server if I wanted to?

sudo apt-get build-dep gaim

That'll get you everything you need to build Pidgin (although extras
are also available and recommended).
