"Promotions"!

In recognition of recent great work, I'd like to announce some "promotions."

Will Thompson, known as "resiak" on IRC has been doing a bunch of
great work. He's been contributing for years; since 2005, I think. He
wrote Telepathy-Haze, a Connection Manager for Telepathy [1] this
summer as part of the Summer of Code, and has been contributing since.
He's now a "Developer!"

Elliott Sales de Andrade (or QuLogic) has been submitting patches for
the last four months or so. His last few implement MSNP15, which I
think certifies him indeed as a "Crazy Patch Writer."
