zephyr support missing (?)

Hello:

I noticed that the zip package of the Win32 build of Pidgin 2.3.1 does not
have the zephyr protocol library (libzephyr.dll?), though there are zephyr
icons in the pixmaps folders.  Thus I do not have zephyr support enabled for
my pidgin. Is it intentionally missing for some reason?  If so, where can I
download the external zephyr support library?
