My 2c,
If it were SFLC who helped on the legal then yes they must be #1 on the 
list (if not, whoever the assisted should be placed at #1).

Not only is it the morally correct choice for the top of the list, I 
can't think of a better way to publicly thank them for the invaluable 
assistance they gave on the case.
