I don't think that this is an arbitrary line.  The general policy on USE
flags has always been that if a particular feature pulls in a dependency
on another package that is optional (in this case SSL), there should be
a USE flag to turn it on or off.  The MSN flag is justified under this
policy, but should be *on* by default.

The reason more users don't come in complaining that they just installed
Pidgin and only got libpurple and Finch is because the default desktop
profiles include the "gtk" USE flag at all times, unless the user
overrides it.

MSN is a special case USE flag for Pidgin, so it doesn't belong in the
system profile, if I understand them correctly, but the USE
configuration in the ebuild should be able to be adapted to make +msn
the default.
