No reason in particular... we were shooting for as simple a website as
possible.  Someone could easily create a page on the wiki at
http://developer.pidgin.im/wiki that links to various plugins and smiley themes.

We don't have a way to host those right now.  We talked about trying to steal
the Adium Xtras interface[1], but we never acted on it.  People might still be
allowed to post stuff to the Pidgin sourceforge page:
http://sourceforge.net/tracker/?group_id=235

You're right though, none of these options are very easy to use.
