Recent discussions on the standards-jig mailing list have indicated that
the staandards-jig people actually would prefer implementations to exist
when XEPs are submitted, though I have to imagine that matters more for
server XEPs than anything else.
Just figured I'd mention it as it just came up recently on there.

I don't think this 'feature' deserves to exist let alone get an XEP, but
that may just be my hatred for it showing.
