members only mailing off

After a comment by Ethan, and in wanting to lower the bar for moving
long discussions out of the bug tracker, I have turned off the
requirement that only members can post to this mailing list.

This will mean at least some spam will come through, since I have
already seen 4 items of spam held for moderation.  

Sorry for any trouble this will cause.  If it causes too much trouble, I
will re-enable the membership requirement.
