Window not opening in upper left corner

Is there anyway to have a new window open somewhere other than the upper 
right corner? On a dual-monitor system, this placement can be awkward at times.

Ticket #135 mentions a plug-in on sf.net that addresses this, but it gives 
no name or link to the plugin (and I can find it searching SF). Does anyone 
know which plug-in does this? or can the location of a new window now be 
set in Pidgin?
