RSS protocol in libpurple

Hello!
Maybe some of you know console IM program centericq. Development was
abandoned year and half ago, so it was forked into centerim[1] project.
There is an effort to rewrite it completely from the scratch using
libpurple. The problem is that libpurple lacks RSS protocol support,
which is a must for some of the centerim/icq users[2]. Are there any
plans to port RSS protocol into libpurple? Or has it to be done with
some kind of purple plug-in?

PS:
For those who can't imagine how RSS works in instant messenger program:
* user adds RSS feed as new contact and sets refresh period
* as soon as there are any updates, contact pops up and you can read the
news
* any messages sent to this contact are discarded / not sent anywhere
(but saved into history)
