RSS protocol in libpurple

Sounds like a bot that accepts a "watch http://.../..rss" and
(checking the refresh on the RSS, or user-specified) transfers RSS
item guid or URls into messages on a libpurple-connected IM account.
It would be a bot, a bogus client, but not a Pidgin addition unless it
becomes some kind of optional-build.
