Menu restructuring

Moving the debug window to "Tools" sounds good. I don't like moving the
"About" entry to "Buddies", I'm quite used to it that programs have a
"Help > About entry", and having the entry in "Buddies" really doesn't
make sense to me.

Maybe "About" and "Help" can be moved to the tray icon (right click),
like many applets and tray icons have.
