libpurple & C++/Tcl

I'm trying to write a test tool for a network security device.  We have a
test harness that's written in TCL, so a typical test flow would be:

* Create an allow all rule
* Send http, ftp, IM, etc traffic
* Verify traffic passed
* Create a deny all rule
* Send http, ftp, IM traffic
* Verify it was blocked

By being able to connect to the IM networks and send an IM right from my TCL
script would be a huge help in this scenario.
