usability issue - mute option

While there may be good code reasons for it, the fact that Mute as an
option:

 * doesn't appear on the Sound Preferences page anywhere
 * doesn't adjust the "Enable Sounds" flags on users
 * appears in the tools menu (far down on the list), with options
   unrelated to sounds
 * is bound to the ctrl+S hotkey, which is used by many other
   applications so can often be done accidentally by muscle memory 
 * provides no visual indication that sounds are on or off other than
   the menu option

I'd suggest the following, if possible:
 * Reflect the mute option into the sounds preferences panel
 * Add a sound icon (much like the gnome volume icon) to the top of the
   messaging window
