You should probably submit this through the Google Summer of Code web
application <http://code.google.com/soc/2008/> – it's got infrastructure
for giving feedback and so on, and you need to submit a proposal through
it to be eligible for SoC.

A quick remark: you assert that OMA IMPS is "a dominant protocol in
Instant Messaging and Presence Services for both mobiles and PCs", but I
for one have never heard of it.  :-)  You might want to elaborate on how
it is actively used.
