Easy Accent support, ie, <CTRL-'>e for é

Hi there,

If there's something I'd love to see in Pidgin, it would be the support to
do easy accents for languages like French, etc.

Microsoft has done something right (surprisingly).  In their Office Suite of
products, for years now, they've supported this format for doing accents
easily.

CTRL-<QUOTE> and a letter a, e, etc will produce the accents for them.  As
well as things like CTRL-: u for an umlaut.

Any thoughts, anyone?  Thanks in advance to the developers if they deem this
a good suggestion!
