Launchpad/Ubuntu Packages

I've been working to improve our project presence in Launchpad a bit
tonight. I'll probably do more later as well. You can check it out:

Suggestions are definitely welcome.

One of the next steps here would be to use the team to activate a PPA
(personal package archive) so that I can start uploading newer packages
of Pidgin for Ubuntu folks to use between releases.
