Windows build environment

Hi,

I am trying to setup automated build tools for a project I am working on.  I was 
taking Pidgins build method as a point of reference.  I was just wondering if 
anybody could spare the time to explain why Mingw is used rather than just cygwin?

Within the wiki [1] it warns of not using cygwin for anything other than make 
but does not go as far as to say why.
