Patch Handling

On developer.pidgin.im, I slightly re-categorized some stuff related to
Patches. I also split that into two pages:

  http://developer.pidgin.im/wiki/PatchesNeedingImprovement

These are based on a "Patches Needing Improvement" milestone. I created
this milestone so we can flag patches that we've looked at and
determined need more work. (Obviously, the specific problems should be
addressed in comments.) In this way, we can easily see which patches
still need to be reviewed.

As soon as I get a chance, I'll look through my patches and sort
accordingly.
