He's not doing it every time, he's doing it on each announcement. (See  
his “personal message != status message” thread, for example. That  
wasn't an announcement, so it had no [ANN] tag.)

The idea is that anyone who only wants to read discussion, and not  
announcements, can ignore or delete any message with an [ANN] tag.  
It's being polite.
