Patch submission question

I apologize for the newbie question, but I couldn't find a simple answer on
the website. (I'm sure I just missed it - again, I apologize)

How would one go about submitting a patch for consideration if there is no
ticket for it?

I wrote a patch that gives an option to display status messages on the buddy
list only for those members who are not available, in order to reduce
clutter. The option appears under the 'Buddy List -> Show' menu.
