Yes

Separately for the buddies and for the contacts NOT in the buddy list, you
can choose one of these

   - no options
   - block
   - block + invisible
   - block + visible
   - invisible
   - visible

choosing "no options" and 'visible' have the same effect. Similarly "block"
and "block + visible" appears to be the same
