global directory for pidgin plugin

For plugins that are UI-independent (i.e. libpurple plugins):
/usr/lib/purple-2/

For Pidgin plugins:
/usr/lib/pidgin/

Keep in mind that something you think of as a "Pidgin plugin" may or may
not be a libpurple plugin. If you (and everyone else on the system) is
only using Pidgin (and not Finch or some other libpurple-powered
program), this distinction is probably irrelevant.
