That file was missing from the 2.7.0 tarball, but is present in the
2.7.1 tarball.

If you are determined to compile 2.7.0, you'll need to download the
available.lst file from here:
http://developer.pidgin.im/viewmtn/revision/downloadfile/913a8d73fc8635dab66f0c26561d1ec9fe366b09/pidgin/win32/nsis/available.lst

For 2.7.1, you'll need the following patch:
