"make -f Makefile.mingw installers" error

Hello:
I compile pidgin. (Cygwin 1.7.5 gcc 4.4 in windows xp sp3);
 "make -f Makefile.mingw" and "make -f Makefile.mingw install" are
working good."
But  "make -f Make.mingw installers" has error message:"sed:can't read
pidgin/win32/nsis/available.lst:No such file or directory. make ***
[generate_installer_includes] Error 2".
I completely follow the  pidgin for windows build instructions, it still
happens those errors,Could anyone please give some help?
