5190 is still the correct default ICQ port as far as I'm aware. It is
still what pidgin is using and I have heard no complaints about that not
working. It is entirely possible that Miranda had other issues that
required that change or that your local network did (because login.icq.com
was not previously allowed outbound on port 5190) but neither of those is
really relevant to this discussion.
