Should we apply to summer of code this year?

I didn't apply this year, but I thought it was worth mentioning that I
agree with a lot of the points you made:
* should try to finish projects from previous years
* should avoid new, large projects
* students should hang around @pidgin or devel at conference.pidgin.im
* more communal mentoring

Organizations specify a "max number of slots that we can handle."
Google then assigns between 1 and [max] slots.
