We could say that. In fact, it should still be possible to build on 
Windows using cygwin *and* autotools/pkgconfig.

However, it can be quite painful to collect all required dependencies, 
so I didn't even mentioned it. It's easier to run some live distro. Also 
- faster: build on Windows take a lot more time than cross-build on Linux.
