Send file to contact out of buddy list

I sent this to the suport list but received no answer so I'm trying here
as it is more development related.

My problem is that I've noticed that the "send file" option is disabled
when I'm talking to a contact outside of my buddy list.

Is there a technical reason for this? Can it be enabled?

For example I tried this with PSI and works fine.
