NetworkManager dependency

For those people not in the xmpp chat room, I've been working on porting
the Pidgin2 Win32 code for network monitoring to that GNetworkMonitor
implementation (as a module that can be loaded at runtime), but my
gobject-foo is nonexistent and the code doesn't work so well at the moment
(read: segfaults).

I've got where I'm up to at

gander (or if someone knows giomodule enough to know why I'm not getting
the type system loaded at runtime correctly)
