you might want to have a look at the Hide Chat plugin (Pidgin 2 only):
    https://github.com/kgraefe/pidgin-hide-chat-on-join

I think if you connect to a IRC bouncer, there might be a server-side
JOIN (with the bouncer being the server in that case).
