Proposed changes for Pidgin 2.7.0

I now say, please go ahead with the proposed glib-2.12 minimum.  I am 
glad that glib-2.12 at least keeps RHEL-5 as supported.  We will figure 
something out for RHEL-4 support when the time comes.

Options:

* Stop upgrading RHEL-4's pidgin and backport stuff if necessary.  I 
realize you folks aren't obligated but any help
* Figure out if we can safely build pidgin against the parallel 
glib-2.12 without breaking things that link to libpurple.
