Keyboard dead keys on windows: can't get "ç" in pidgin

Hi guys,

Pidgin is working perfectly for me, with a single exception: in my 
current settings, typing "'" followed by "c" should yield "ç", but I get 
"ć" in Pidgin only.

Does anyone know if there's a workaround for this?  Maybe some GTK+ 
config file?  I guess this is probably GTK+'s fault.

My setup:
- Windows vista home premium (English)
   - Default input language: Portuguese (Brazil)
   - Keyboard: United States-International
- Pidgin 2.2.1 (Shows in English)
