Pidgin on a palm?

It sounds like said authority is considerably poorer than you
previously thought.  PalmOS is a pretty non-typical operating system,
and Pidgin does *not* work on it.  For starters, the critical
dependencies of Pidgin (Glib, Gtk+) have not even been ported to
PalmOS, much less Pidgin itself.
