Buddy Icon not showing to Yahoo users

Hello,
I have a problem with the buddy icon. I'm trying to get it to display to yahoo IM users, but it isn't working. The picture is in .jpg format, 2.72KiB, 96x72 image size which is in the yahoo parameters according to your help site. I have changed the image globally, and locally just by clicking on the image and nothing seems to work. Does the other person have to be running Pidgin to see my display image or not? Any tips on getting this to work correctly would be greatly appreciated. I am running 2.4.2 on Win XP Home
