Sending a buddy request in ICQ fails when using libpurple

Hi,

Typically, when using libpurple, calling purple_account_add_buddy()
automatically sends a buddy request to the buddy you are trying to add.
This works fine with AIM, Yahoo, and MSN, but fails in ICQ.  Calling
purple_account_add_buddy() does not send a buddy request, nor does it
actually add the person to the buddy list on the server side.

In pidgin, yes it does work...you can send a buddy request through the
menu and the buddy will receive it successfully...but in libpurple, a
call to purple_account_add_buddy() is clearly not producing the same
result for ICQ.

Does anyone know how to fix this problem?  Or is this a bug in libpurple
that needs fixing?
