Almost certainly the proxy. You are using an HTTP proxy, which is
intended to be used to access web sites, i.e. with the local end always
taking the initiative. It is almost certainly timing out the
connection. Once that happens, nothing can get back into you until you
make a new connection.
If you hadn't said that it works immediately after you do something, I
would also have been concerned by the fact that it seems to be insisting
on Microsoft style authentication, which isn't well supported by some
open source software. For a long time, Netscape browsers didn't support
it, basically, I think, because Microsoft didn't publish the specification.
