[META] Public mailing list nature of support at pidgin

Although I'm not sure the French message was actually about Pidgin, the 
message also needs to make it clear the list is in English, or, better, 
should be localised to reference a list in the appropriate language.

Emails are not formal business letters, whatever businesses may want.
RFC1855 says there should be an address here, but, in a world of spam,
that is no longer good advice, as archive address hiding may not work.
