Conversation Window Z-order

In Windows XP, new conversations open the popup window, but it stays
below other open windows on the desktop.  If the user has sound disabled
and the desktop is crowded, it's easy to miss a new conversation.

 

Is there a way to cause the new window to appear on top of other
windows?
