disable accounts to logs

Not through the UI. You can force/fake it by removing write permission
from the directories for those accounts. (You may also want to delete
old logs from those directories, if they exist.)

For example, I have these permissions on a directory:
        dr-xr-x--- ~/.purple/logs/irc/rlaager at localhost/
