Double Enter = Send

Hi,

I've read the alternative solution at this website:

However, I would like to change it to double enter = send, while
single enter = new line in the message window.
How do I achieve that? Plus where is this "gtkrc-2.0 file" located if
it's in Linux?

Sorry I am a newbie when it comes to linux.
