Hi Alex.  My first reaction is that this probably wouldn't be useful
to us.  But I guess I'm not sure what you mean by "formal requirements
document."  Wouldn't a requirements document be used when designing
the program to help determine the basic set of features?  It's not
clear to me what this document would contain and who would use it.
