Buddy icon doesn't seem to function, Pidgin 2.7.2, Windows 2000 Pro

Hello Support,

Yes, its an old operating system, but it serves my needs.  Trying to 
transition from Trillian to Pidgin.  Install looked fine, application is 
up and running once I added a firewall rule, but when I use the change 
buddy icon for all accounts function, trying a 48x48, 2304-byte GIF, I 
see no change.  A friend I just messaged says my icon is some sort of 
multi-colored head (not the icon I selected).  I think I'm doing what 
the user's guide says for a global change ... What obvious thing am I 
missing?
