Where does it say that?  I suspect what it says is that, if a service 
that you access through pidgin allows you to create a chat room, pidgin 
will provide the facilities to do so.

What you can subsequently do with that chat room will be governed by the 
service supplying the chat room.  As you are an AOL user, you may be 
using the AIM service, in which case you will need to ask the AIM 
administrators that question.

Pidgin in a multi-protocol, multi-service, instant messaging client.  It 
is not an instant messaging service.
