I'm afraid you haven't provided enough information here for us to be
able to help you.

There is no "offline mode"; there are two separate installers.  The
"offline" installer will not try to download anything except any
spellchecking dictionaries.

I suspect that your problem is that you didn't actually download and
run the offline installer
(http://sourceforge.net/projects/pidgin/files/Pidgin/pidgin-2.7.1-offline.exe).
